How to stop bicycles and scooters from racing on Vrindavan’s narrow gauge tracks?

There are many other places in the world where people can run a race, so why are they using the narrow gauge tracks around the sacred Dham to do it?

Why don’t they take care of children, old people, pilgrims, cows and other animals and vehicles?
